I did a Google search for "dogs on beaches laws" and came up with a number of local laws and remedies to the problem of irresponsible dog owners on beaches.

Thanks, Mel.  I will certainly follow that line of enquiry.  It would still be helpful to know of other kite-fliers' experience in this matter, as the way laws are applied is often at great variance with the way they are written.
